The Avatar state is triggered when the avatar, Aang is in an extreme emotional or physical state. Aang sends out a sort of distress signal to his past lives--then avatar Roku, avatar Kyoshi, and the others help him. It's the strength and power of the avatars that kept Aang alive in the iceberg for 100 years.
As Dictated by Avatar Roku:
"The Avatar State is a defense mechanism, designed to empower you with the skills and knowledge of all the past Avatars. "The glow" is a combination of all your past lives, focusing their energy through your body. In the Avatar State, you are at your most powerful, but you are also at your most vulnerable. If you are killed in the Avatar State, the Avatar will cease to exist."
